Why Can't I Disable iCloud Keychain from my Mac?

I have been trying to delete my iCloud Account from my Mac but it says I need to disable Keychain first. When I try to uncheck Keychain, it automatically rechecks itself and I don't know why this is happening. Any suggestions?

MacBook Air, OS X Mavericks (10.9.4)

Same issue here. I created a new "Login" keychain after having major issues following enterprise password restrictions; this has wiped my iCloud keychain too (despite it only saying "login").


My iPad, iPhone and MacBook are fine; but my iMac at work has an empty iCloud keychain. I cannot disable sync, to renable it, to force all iCloud Keychain data to redownload. As soon as I check it off, it rechecks itself, and this won't allow me to delete the iCloud account either.
